She previously held the same role for four years at fast-food chain Five Guys. Before then she was at Caffe Nero for 12 years in a number of roles including finance director.
To ensure a smooth transition, Williams has agreed a three-month handover.
Williams is leaving the publican to have a career break and then seek new challenges, having been its chief financial officer since 2015.
During his time, he helped merge City Pub West and East prior to listing on AIM, raise £22mln of new equity and helped the group emerge well-positioned from the Coronavirus (COVID-19) crisis.
''I, personally, would like to thank Tarquin for his hard work over the last six years. The group is in a much stronger place than when he first arrived, he has been great to work with and he can take great pride in growing City Pub to what it is today,” said executive chairman Clive Watson.
“We welcome Holly to the business and board and look forward to working with her on the next stage of our journey and development."
Analysts at house broker Liberum welcomed the appointment: “We view this as a strong addition to the board given Holly’s experience in expanding UK hospitality businesses. This will broaden the depth of management expertise and ultimately support the plans to scale to 100+ pubs (from 46 currently).”
