Empower Clinics Inc (CSE:CBDT) (FRA:8EC) (OTCQB:EPWCF) announced Wednesday that it has submitted bids on five US Federal Government Requests For Proposal (RFPs) to test more than 50,000 federal employees using its KAI Medical coronavirus (COVID-19) Saliva Test.
More than 10,000 of those employees will require ongoing testing, which the company said represents the potential for significant recurring test revenues.
Empower has submitted US Government RFP bids for the following groups:
- More than 38,000 at-home test kits for US Food & Drug Administration employees and contractors;
- Ongoing at-home and rapid antigen testing for roughly 5,000 employees of the Hanover County, Virginia City government at public schools, the regional jail and the regional Library;
- On-site RT-PCR, Saliva RT-PCR and rapid testing at the Scranton, Pennsylvania airport;
- Ongoing at-home testing for 3,100 employees and contractors in Alameda County, California; and
- Ongoing at-home testing for 2,000 employees and contractors in Durham County, North Carolina

These RPFs stem from the Biden administration’s move to invest more than $12 billion to expand coronavirus testing, the company said. The US Department of Health and Human Services (HHS) is expected to invest $10 billion from the American Rescue Plan to ramp up screening testing to help schools re-open and $2.25 billion to scale up testing in underserved populations congregate settings.
Empower Clinics says it is ideally positioned with the right products. The company’s KAI Medical COVID-19 Saliva Test is an FDA EUA authorized self-administered coronavirus test kit. It provides travelers with a simple, fully compliant method to obtain an RT-PCR test and test result prior to arriving or coming back into the US or arriving in other countries that have strict travel orders.
KAI Saliva can provide major airlines and the tourism sector with a solution for travelers, by making a KAI Saliva test part of the ticketing purchase, the check-in process, a kiosk or on an e-commerce website, the company said.
"Our decision to triple the size of Kai Labs [earlier this year] was in anticipation of positioning Kai Labs for growth and to be able to bid on many significant US government contracts that are being awarded," CEO Steven McAuley said in a statement. "With investment in R&D and having substantial working capital available, I believe Kai Labs is deserving of national attention and has a real opportunity to win these types of bids. Our new Kai Saliva test kit is in high demand and we are seeing more and more bids specifically requesting saliva-based COVID-19 testing products."
