Starlink mobile plans put Australian telcos on notice as satellite-to-phone race accelerates

SpaceX Corp (NASDAQ:SPCX)’s Starlink mobile ambitions are beginning to sharpen the debate around Australia’s next phase of telecommunications competition, as satellite-to-phone services move beyond emergency messaging and toward broader mobile connectivity.

While current direct-to-phone satellite services remain limited, Starlink’s global network, expanding Direct to Cell technology and existing local partnerships suggest the company could eventually play a more direct role in Australia’s mobile market.

For local operators, that raises both opportunity and risk. Starlink could help extend coverage into regional and remote areas where terrestrial infrastructure remains difficult or expensive to build. But it could also become a powerful global platform with leverage over domestic telcos seeking satellite coverage options.

Satellite-to-phone moves beyond early use cases

Starlink Direct to Cell is still in its early commercial phase, but SpaceX has already launched commercial messaging services in the US and New Zealand and is working toward support for IoT devices, mobile data and voice.

The company said in a February 2025 update that millions of messages were sent through Direct to Cell during beta testing and emergency situations in 2024, describing messaging as the first step toward reducing mobile dead zones.

Unlike a standard mobile network, Starlink’s model is built around a global satellite constellation. SpaceX has framed its mobile ambitions internationally, rather than as a country-by-country service.

The system uses mobile operator partners’ terrestrial networks and LTE spectrum, with SpaceX describing the arrangement as similar to roaming for wireless subscribers.

That model is important for Australia because Starlink mobile services would still need to interact with existing local networks. Satellite-to-phone can extend coverage, but it does not remove the need for terrestrial infrastructure.

Australia could become a key test market

Australia’s geography makes it a natural market for satellite-enhanced mobile coverage. Large areas of the country remain outside reliable mobile range, while regional and remote users often rely on patchy terrestrial coverage or dedicated satellite devices.

Starlink has already partnered with Optus for satellite-to-mobile services in Australia, and SpaceX says it has tested Direct to Cell with operator partners in Australia. The company is also preparing commercial launches with mobile network operators in several countries, including Australia.

Terrestrial networks remain critical

Despite the promise of satellite-to-phone, current services remain technically limited.

Telstra says its Starlink-enabled satellite messaging works when a compatible phone is outside mobile network range, outdoors and has a clear view of the sky. Once connected to a Starlink Direct to Cell satellite, users can send and receive text messages.

However, the service does not currently support mobile data, voice calls, MMS or internet-based messaging apps.

Indoor coverage is also a major limitation. Satellite-to-phone services are best suited to outdoor coverage beyond terrestrial mobile range, while indoor service, higher-capacity mobile data and voice connectivity still depend heavily on ground-based networks operated by Telstra, Optus and TPG.

That means any broader Starlink mobile service in Australia would likely require commercial access to terrestrial networks.

Coverage gap drives policy pressure

The debate comes as Australia’s mobile coverage obligations are being reshaped.

The ACCC’s 2025 mobile infrastructure report found Telstra had 6,421 5G sites as of January 31, 2025, compared with 4,939 for Optus and 3,759 for TPG.

More recent coverage-map figures show Telstra’s predicted mobile coverage footprint at more than 2.14 million square kilometres, while Optus and Vodafone networks cover about 1.2 million square kilometres under the new measurement rules.

From June 30, 2026, mobile operators must publish standardised 4G and 5G coverage maps using four categories: good, moderate, basic and no coverage. These maps must be updated at least every three months.

The Federal Government’s proposed Universal Outdoor Mobile Obligation would require Optus, Telstra and TPG to provide baseline outdoor mobile coverage across Australia.

The government has said the proposal is expected to add up to 5 million square kilometres of basic outdoor SMS and voice coverage, including areas that currently have no mobile coverage.

Starlink scale could shift bargaining power

SpaceX is preparing its next generation of satellites, known as V3, which it says will be deployed using Starship.

That scale could become a major factor in negotiations with Australian telcos. If satellite coverage becomes essential to meeting new outdoor coverage obligations, Starlink’s market position could give it significant bargaining power.

ACMA has already published guidance for IMT satellite direct-to-mobile services, but the rapid development of global satellite networks means regulators may need to keep adapting.
