Cobalt Blue Holdings CEO and Managing Director Andrew Tong talked with Proactive about the company’s latest strategic move — the signing of a memorandum of understanding (MOU) with Legacy Minerals. The agreement marks the first step in a long-term plan to advance the NiCo Young Project in New South Wales and strengthen Australia’s domestic cobalt market.
Tong explained that the company’s strategy focuses on encouraging nickel and copper mines into production, enabling Cobalt Blue to process cobalt by-products at its refinery in Kwinana. “Our long-term strategy is to have access to the domestic Australian cobalt market... and the first one of those is the Legacy,” he said.
He also shared insights from recent international engagements, noting that interest in Australian critical minerals is increasing in the United States and Japan. Tong described the growing recognition of Australia’s role in developing the midstream and refining stages of the supply chain.
Addressing cobalt price movements, he said that recent changes in the Congo’s quota system have helped lift prices to more sustainable levels, improving conditions for financing and development.
