Cobalt Blue Holdings Ltd process engineer Gajan Loganathan talked with Proactive about a major development for the Kwinana Cobalt Refinery in Western Australia. The company has secured works approval from the Department of Water and Environmental Regulation, clearing a significant regulatory hurdle in progressing the project towards final investment decision (FID).
Loganathan, a Perth-based engineer who has been with the company for three years, said: “The department has completed an assessment and granted us the modification, which gives us the permit to operate and construct the cobalt nickel refinery within the DFM premises.”
The approval enables Cobalt Blue Holdings to move forward on-site at the Ralph’s Materials location in East Rockingham. Loganathan noted the importance of this milestone in meeting requirements for FID by the end of 2025. He also highlighted strong momentum across other workstreams, including testwork and flow optimisation at the Broken Hill Technology Centre, and commercial negotiations with offtakers and potential funders.
The company is also seeing increased interest in cobalt from industrial and defence markets, which may serve as future growth drivers.
