Highfield Resources secures government support for Muga and updates Goyo concession status

Highfield Resources Ltd (ASX:HFR) has received strong institutional support from the Government of Navarra as it continues to address procedural issues relating to the Goyo mining concession in Spain. A letter from President Maria Chivite reaffirmed the regional government’s backing for the company’s flagship Muga Project, while the Spanish Supreme Court is expected to rule later this year on whether appeals over the Goyo ruling may proceed.

The company remains confident of a positive outcome, supported by multi-level government alignment and the technical robustness of the Muga Project.

Government of Navarra reaffirms support

The President of Navarra, Maria Chivite, formally reiterated the government’s support in a letter to Highfield Resources following a meeting with company representatives.

“The Government of Navarra reaffirms its institutional support for Muga and thanks Highfield Resources and other investors for driving forward this type of project," Chivite said. "Initiatives such as this contribute to consolidating a stronger economic fabric, reinforcing strategic sectors such as agri-food, and advancing towards a sustainable and balanced growth model.”

This direct expression of political and institutional support comes as the company continues to advance Muga with regional and national authorities.

Chief executive officer Carles Alemán welcomed the endorsement, describing Muga as a key strategic project not only for Navarra and neighbouring Aragón, but also for Spain and Europe. He said the project would serve the common good, driving both social and economic progress.

Highfield considers the public support a significant step in building momentum for the project while managing permitting challenges related to Goyo.

Goyo concession procedural update

The Goyo concession remains subject to legal proceedings after the Superior Court of Justice of Navarra identified a procedural flaw in 2024. The issue arose because, while Highfield was advised to apply for three concessions in 2014 — Goyo, Muga and Fronterizo — the court held that one unified concession should have been granted instead. Importantly, the ruling did not dispute the technical merits of the Muga Project or its environmental approvals.

To resolve the matter, the governments of Navarra, Aragón and Spain have jointly applied to the Spanish Supreme Court for leave to appeal the decision. A ruling on whether the appeal can proceed is expected in October or November 2025, although no guarantee exists that the timeframe will not be extended. Depending on the court’s decision, the case will either advance judicially or be settled administratively. Highfield is continuing its dialogue with the administrations to prepare for either outcome.

Confidence in permitting outcome

Despite the legal complexities, Highfield expressed confidence in a positive resolution of the Goyo process. This confidence is underpinned by the coordinated appeals filed by three levels of government and the fact that the Muga Project already holds comprehensive environmental and technical approvals. While acknowledging that no timeframe or outcome can be guaranteed, the company said it remains committed to transparency and will provide market updates as discussions progress.

Highfield believes that the combination of strong government alignment and the project’s established technical base offers a pathway towards a constructive resolution. The company underscored its intention to work closely with stakeholders across Navarra, Aragón, and Spain to finalise a solution that supports both regulatory compliance and regional economic growth.

Highfield Resources is advancing the Muga Project in northern Spain. With permits secured and preparatory work completed, the project is positioned for full-scale construction. Muga benefits from shallow mineralisation, no overlying aquifers and existing infrastructure, reducing capital intensity.

The company is also engaged in a transaction with Yankuang Energy Group and strategic investors to fund Muga’s development and acquire the Southey potash project in Saskatchewan, Canada.
