Virgin’s attempt to re-enter the UK’s west coast rail route suffered a blow after the rail regulator rejected its application, citing concerns over performance and capacity.
The Office of Rail and Road (ORR) turned down bids from Virgin, Lumo, and Wrexham, Shropshire & Midlands Railway, stating there was insufficient space on the congested line to accommodate new services without disrupting existing operations.
The decision halts Virgin’s plans to launch services from London Euston to cities including Liverpool, Birmingham, and Rochdale.
Virgin criticised the move as a setback for competition and passenger choice.
The Department for Transport supported the decision, citing financial pressures and potential revenue loss.
Virgin, removed from the west coast franchise in 2019, may still seek a return to UK rail through Eurostar competition, pending a separate regulatory decision expected later this year.
