PDAC kicks off as Aussie small caps make their presence felt

The Prospectors and Developers Association of Canada (PDAC) has kicked off its 2025 conference.

PDAC has been going since 1932 and now represents more than 8,000 members worldwide with its work centred on supporting a competitive, responsible and sustainable mineral sector.

The mining industry employs more than 665,000 individuals in Canada and contributed $125 billion to Canada's GDP in 2021.

PDAC is two years into a five-year strategic plan, which builds on the goals and objectives outlined in the previous (2017-2021) plan while adding a greater focus on sustainability and environmental stewardship as well as inclusion and diversity.

There are three key goals:

  • Competitiveness;
  • Leadership; and
  • Engagement and influence.

Competitiveness

Canada is one of the leading jurisdictions for mineral exploration, development and financing, driven by a robust framework of collaboration, advocacy and workforce development.

Ongoing efforts to align provincial and territorial organisations strengthen advocacy initiatives, ensuring more effective engagement with policymakers. The industry continues to lobby for fiscal and regulatory policies that enhance access to land and financing as well as improved infrastructure and geoscience data to support land use planning.

At the same time, there is a strong focus on cultivating an inclusive, diverse and skilled workforce. Outreach programs aim to broaden awareness of career opportunities, while targeted education initiatives foster skills development and attract a wider talent pool.

Efforts to modernize the working environment further support diversity and workforce retention, alongside initiatives such as the Student & Early Career Program and bursary support for post-secondary education across Canada.

Leadership

Canada’s mineral exploration and development industry is a global leader in fostering meaningful partnerships with Indigenous communities, supporting education, employment and economic opportunities.

Ongoing efforts promote mutual understanding between Indigenous Peoples and the mineral industry while advocating for government investments in social and infrastructure initiatives that enhance Indigenous participation.

Education, skills training and work experience programs are key priorities, with continued advocacy for a national framework to ensure Indigenous communities share in the benefits of resource projects.

Simultaneously, the industry upholds high standards in technical, environmental, social and health and safety practices while playing a crucial role in delivering the minerals and metals essential for a low-carbon future.

Advocacy efforts focus on securing fiscal policies and regulatory frameworks that enable exploration and development alongside improved infrastructure and geoscience data to facilitate land access.

Engagement with the Canadian Minerals and Metals Plan and Canada’s Critical Minerals Strategy ensures effective implementation of funding initiatives, including the C$3.8 billion commitment over eight years and the C$400 million Critical Minerals Exploration Tax Credit over five years.

Industry-led resources and best practices, such as the Framework for Responsible Exploration and diversity and inclusion guidelines, further reinforce Canada’s leadership in responsible mineral development.

Engagement and influence

PDAC advocates for policies that support a strong, sustainable and competitive sector. By working closely with governments, Indigenous communities, industry partners and other stakeholders, PDAC ensures that the challenges facing the sector are heard and addressed.

Advocacy efforts are guided by data-driven insights, ensuring alignment with industry realities while reinforcing PDAC’s role as a key government liaison.

Continued engagement helps shape regulatory frameworks that facilitate access to land, capital and skilled talent essential for industry growth.

Recognised as a trusted stakeholder, the Canadian minerals industry is committed to responsible development.

PDAC tracks industry performance through data collection and statistics while investing in education initiatives such as Mining Matters, which expands opportunities for Canadian youth, including Indigenous youth, to engage with the sector.

The organisation remains dedicated to strengthening its reputation as a leader in promoting responsible exploration and development, ensuring that Canada continues to play a critical role in supplying the minerals and metals essential to modern life and global economic prosperity.

2025 conference

This year, 27,000 attendees from more than 135 countries will attend PDAC’s educational programming, networking events, business opportunities and fun.

Several Australian companies are in attendance.

Olympio Metals

Olympio Metals Ltd has signed a binding letter of intent with Bullion Gold Resources Corporation to enter an option agreement, granting the company the right to acquire up to 80% of the Bousquet Gold Project in Quebec, Canada.

The project is within the Cadillac Break, a regional fault zone known for its potential to host high-grade gold and copper mineralisation. The area has produced more than 110 million ounces of gold across multiple deposits.

Bousquet spans 24 square kilometres of contiguous tenure and includes 10 kilometres of strike along the Cadillac Break, a key structural feature where mineralisation is most likely to occur.

American Rare Earths

American Rare Earths Ltd recently presented a compelling economic case for its Halleck Creek Rare Earths Project in Wyoming, US, highlighting strong net present values (NPV10) for both 3 million tonnes and 6 million tonnes per year development scenarios.

The 3-million-tonne-per-year option provides a lower-risk entry into neodymium-praseodymium (NdPr) production, while the larger-scale development offers improved economics, including a higher internal rate of return (IRR).

According to the company’s scoping study, the project could deliver an NPV of US$558 million for the smaller development or US$1.17 billion for the larger case, with IRRs of 24% and 28.4%, respectively. Estimated capital expenditure stands at US$456 million for the lower-output scenario and US$737 million for the expanded development.

Asian Battery Metals PLC

Asian Battery Metals PLC has secured firm commitments for a heavily oversubscribed placement, raising A$3.969 million before costs.

The company will issue approximately 88.2 million fully paid Chess Depository Interests (CDIs) at 4.5 cents per CDI, reflecting strong interest from existing and new investors, including institutional participants.

Proceeds from the placement will support the company’s 2025 exploration program. Along with its existing cash reserves, the funds are expected to fully cover all planned activities and working capital requirements for the year.

Firefly Metals Ltd

FireFly Metals Ltd recently reported further high-grade copper intersections from its six-rig drilling campaign at the Green Bay Copper-Gold Project in Canada, with results exceeding 12% copper equivalent.

The company states that these results align with its strategy to extend known mineralisation, upgrade the project's mineral resource classification, and identify new discoveries, reinforcing its objective of developing a globally significant project in a tier-one mining jurisdiction.
