Chuck Schumer launches framework to regulate AI like ChatGPT

Senate Majority Leader Chuck Schumer (Democrat) has released a framework to regulate artificial intelligence applications like ChatGPT as they surge in popularity.

Schumer said in a statement that he has created “a framework that outlines a new regulatory regime that would prevent potentially catastrophic damage to our country while simultaneously making sure the US advances and leads in this transformative technology.”

While Schumer is yet to draft legislation, he said his broad approach would be focused on building an AI policy framework that could be adapted across the federal government as the technology advances.

The framework would allow for the delivery of “transparent, responsible AI while not stifling critical and cutting-edge innovation,” Schumer said.

It will require AI developers to allow independent experts to review and test AI technologies before they are released to the public or updated and give users access to the results.

In the coming weeks, Schumer said he plans to refine the proposal with input from academics, advocacy organizations, industry, and government.

He urged his Republican colleagues to support the initiative. “Time is of the essence to ensure this powerful new technology and its potentially wide-ranging impact on society is put to proper use by advancing strong, bipartisan legislation,” Schumer said.
