The AIM-listed firm said during the year it would focus on preparing a bulk smelter sample from the project to be shipped to the Sorel-Tracy plant in Quebec, Canada, owned by ilmenite refiner Rio Tinto Iron and Titanium Canada Inc, following an agreement between the two firms to jointly analyse the ilmenite from the Dundas project.

Bluejay also said it would be working on the construction of a 2,400 tonne per week demonstration plant to process ilmenite-bearing sand samples into heavy minerals concentrate.

The group was also aiming to complete the final year of its shallow-marine Environmental Base-Line Study, continue onsite infrastructure development and lodge an application for a mining licence.

Chief executive Roderick McIllree said the company expected to lodge the application in the coming months while also providing a progress update for the other assets in its portfolio.

He added that after experiencing delays at the project, the firm was now “starting to build momentum again”.

In mid-morning trading on Tuesday, Bluejay’s shares were up 0.7% at 7.5p.

"The lodgement of this PFS marks the completion of the final module necessary to make an exploitation application and we expect to make this as soon as regulatory comments have been responded to,” said Roderick McIllree, Bluejay's chief executive.

“We are delighted to have completed and submitted this detailed document to the regulators. The conclusions drawn from this study indicate positive economic outcomes and low environmental impact, with strong social benefits.

"We will update the market in due course with details of the PFS and its outcomes," he added.

Rio Tinto Iron and Titanium Canada is currently in the process of evaluating the project.

The details include that Bluejay expects to report a loss of £10.8mln for the year, compared to a loss of £2.7mln a year ago, after taking a £8.9mln impairment for Finnish exploration assets.

Exploration costs during the year were £6.3mln, compared to £4.6mln the previous year, while administration expenses came to £1.8mln.

Bluejay ended the year with £8.8mln of cash and cash equivalents.

The group plans to release the full report on June 4.

The project’s total mineral resource increases by 15% to 117mln tonnes, at 6.1% ilmenite in-situ.

It also detailed a maiden exploration target of between 300 and 530 million tonnes in an offshore area, though the company noted that the potential size and quality of the target is “conceptual in nature” and so is not included in the minerals resource estimate.

"The resource base at Dundas has always been significant, and this latest increase of 15% in indicated onshore resources to both the east and west of the Iterlak delta resource demonstrates that there is still a lot yet to be realised,” said Roderick McIllree, Bluejay chief executive.

He added: “The company intends to continue with additional resource progression over the next 12 to 24 months. Significant upside is also represented by the publication of the maiden offshore exploration target prepared by RSC.

“In conjunction with this, today's announced onshore resource upgrade represents another meaningful step forward in both the financial and commercial evaluation of the project with the successful identification of additional saleable material at Dundas.”

McIllree also highlighted that there are inherent advantages at Dundas - including a homogenous and consistent material, a high-grade resource, the coarse-grained and chemical nature of the ilmenite – which all potentially have economic benefits.

Permitting efforts continue and the company is advancing an optimized pre-feasibility study (PFS), and McIllree noted that he expects to update shareholders on both matters shortly.

Mine operations planning is being undertaken, and the company has also been working with a world-leading dredging company for a study on the offshore deposit area.

“Early indications thus far support a conceptual low-cost operation. Furthermore, environmental baseline studies for the marine deposit have been ongoing and will continue in 2019,” the Bluejay boss noted.

“These studies will provide a very strong base for assessing the environmental impact of an offshore mining operation.”

McIllree added: “The offshore exploration target provides upside for the current development of the onshore-focused mining and processing scenario which, following the intended upgrading of the exploration target to mineral resource, will be assessed in the PFS for Dundas.

“These are exciting times and the company looks forward to updating shareholders regarding all other activities in due course."

Dundas has a  current JORC resource of 101mln tonnes at 7.1% of ilmenite, and has been confirmed as the highest-grade mineral sand ilmenite project globally.

Rio Tinto will analyse ilmenite from the Dundas project. This will include analysis of a smelter test sample at Rio’s Sorel-Tracy plant in Quebec, Canada.

"We are delighted to be working with Rio Tinto,” said Blujay chief executive Roderick McIllree.

“This summer one of the key-outcomes will be the delivery of a large bulk-sample to the Sorel-Tracy  plant.  We believe  that  the  ilmenite  from  Dundas  will  prove  to  be  a  very valuable material for the Sorel-Tracy plant operation and believe that the experience and expertise  from  Rio  Tinto  will  provide  an  opportunity  for  technological  and  economic optimization.”

Engineering consultant NIRAS prepared the report, which has now been presented to the Ministry of Industry, Energy & Research, Government of Greenland.

Camilla Christensen from NIRAS added that the public pre-hearings and stakeholder interviews carried out as part of the SIA also showed very positive support towards the Project.

“The simplicity of the mining and processing mean it can be easily implemented, is well-matched for the available Greenlandic workforce, made up of local communities and is well-suited for elevating the level of qualifications in the mining sector in Greenland.“

Roderick McIllree, BlueJay’s chief executive, said: "The SIA represents another major step towards mine development. We are extremely happy with the positive findings.”

The EIA is a key part of the application for a full mining licence as it allows authorities to understand the potential impact of a project within the licence area as well as the broader region.

Bluejay said its report, compiled over three years, found no major environmental obstacles or larger impacts arising from Dundas, which is the world’s highest-grade mineral sands ilmenite project.

Orbicon, the company responsible for carrying out the EIA, said Dundas was unlikely to pollute the local environment as no chemicals are required.

It also found that reducing the speed of vessels going to and from the project would minimise the disturbance to migrating whales in the spring and autumn.

“We are delighted to have completed and submitted the EIA,” said Bluejay chief executive Roderick McIllree.

“The conclusions drawn from this study indicate a low environmental impact, which is an important step forward in permitting the Dundas Ilmenite project.”

Pre-feasibility study almost complete

In a separate announcement, Bluejay confirmed the pre-feasibility study for Dundas is in the final draft stage and will be published “as soon as practicable”.

The company said the delay was due to the “significantly high level of detail” in preparing the report, which it expects will save it time and money further down the line.

Mineral resource calculations for two of the targets at Dundas – Iterlak East and Iterlak West – are close to completion and are expected to be published in May.

Shares were down 1.8% to 10.8p in late-afternoon trading on Tuesday.

Bluejay pointed out that it was making the statement after an unfortunate technical issue experienced, whilst its IT department was undertaking website maintenance, inadvertently led to the release of a statement of regarding the discussions with RTIT.

In December, Bluejay announced an upgraded resource estimate for the Dundas project.

The firm said the updated JORC compliant mineral resource for the project was now 101mln tonnes at 7.1% ilmenite (in-situ), with higher grade portions at various cut off grades of 31.2mln tonnes at 10.7% ilmenite using a 3.5% cut off and 16mln tonnes at 12.9% ilmenite using a 4.5% cut off.

The new resource, which covered the Moriusaq area of the project, would replace a previous 2018 resource model and is expected to add positively to project economics ahead of the completion of an optimised pre-feasibility study (PFS), expected in the first quarter of 2019.

The AIM-listed firm said in December that the updated JORC compliant mineral resource for the project was now 101mln tonnes at 7.1% ilmenite (in-situ), with higher grade portions at various cut off grades of 31.2mln tonnes at 10.7% ilmenite using a 3.5% cut off and 16mln tonnes at 12.9% ilmenite using a 4.5% cut off.

Ilmenite is the primary ore of titanium, a metal needed to make a number of high-performance alloys, while most of the ilmenite mined worldwide is used to manufacture titanium dioxide which is used in pigmentation, whiting, and polishing.

The new resource, which covered the Moriusaq area of the project, would replace a previous 2018 resource model and is expected to add positively to project economics ahead of the completion of an optimised pre-feasibility study (PFS).

The company also said the results “clearly” indicated “the strong possibility of a large and long-life operation with obvious expansion potential”.

Roderick McIllree, chief executive of BlueJay, said the company expected that resource updates for two other areas of the project, Iterlak and Iterlak East, would “add significant additional tonnage” to the project's estimates.

The Interlak area estimates are expected to be updated in the first quarter of 2019, with an application for an exploitation license to be lodged in the same year.

The firm is already in offtake discussions for the whole ilmenite production at Dundas after a previous resource update in April 2018 increased the project’s estimate by 400% to 96mln tonnes at 6.9% ilmenite.

PFS expected in Q1 2019

The upgraded resource estimate comes as the firm prepares for the publication of the PFS for Dundas in the first quarter of 2019.

That is later than it originally anticipated but the PFS will include a number of engineering optimisations currently being worked on. Parts of the study will be released as they are completed but the full report will be in 2019, said the junior.

“Highest concentration of in-situ ilmenite” globally, says CEO

McIllree also says that Dundas has a distinction of having “the highest concentration of in-situ ilmenite of any mineral sands project globally” thanks in part to its geological characteristics.

“This would have been a hard rock mine…But the slow grind of the glaciers has effectively mechanically mined the material for us. Tide and wind and rain have then deposited what is a finished product on the beach over time. Its saved us the front end capex of setting up a mine there which helps a lot.”

That glacial grind has had significant consequences for the economics of production at Dundas, with McIllree saying the firm has “dodged anywhere between US$200-400mln in capex, mother nature has done our mining and concentrating for us”.

If Bluejay has the onward advance of glaciers to thank for the quality of the product at Dundas, it also has their retreat to thank for revealing the extent of the opportunity.

“Historically the project was only recognised as a small local occurrence,” says McIllree.

“But then the ice and snow melted, revealing a much larger occurrence. In 2015 we undertook a work programme that demonstrated the project could be globally significant. There are quite remarkable concentrations of the material across thirty kilometres.”

For those worried about the costs of operating in remote Greenland, McIllree offers reassurance aplenty. For one thing, there’s that initial capex dodge. But more tangibly, the project is situated near Greenland’s closest equivalent to an infrastructure hub, not far from two ports, two airports and the town of Qaanaaq, home to around 650 locals, all keen for an additional industry to start.

Even the mine camp has come pre-packaged: Bluejay has simply moved into a town that was abandoned following a change in local wildlife migratory patterns, providing a platform for accelerated implementation.

Institutional backing

BlueJay can also count several heavyweight institutional investors among its shareholders, including HSBC, ING Bank, and FTSE 100 insurance group Prudential.

The three institutions hold stakes of around 8%, 4.9%, and 12.1% respectively.

With shares trading at about 13.9p as of 2 January 2019, BlueJay carries a market cap of around £116.4mln.

BlueJay added that in-situ slimes were now estimated to be lower at 4.4% compared to 4.8% previously, which would benefit the operation from a mineral processing standpoint.

The company also said the results “clearly” indicated “the strong possibility of a large and long-life operation with obvious expansion potential”.

Roderick McIllree, chief executive of BlueJay, said the company expected that resource updates for two other areas of the project, Iterlak and Iterlak East, would “add significant additional tonnage” to the project's estimates.

He added that the company had also identified “a simple and low-cost processing route” that could remove around 30% of oversize material prior to processing, improving feed grades by up to 30%.

The Interlak area estimates are expected to be updated in the first quarter of 2019, with an application for an exploitation license to be lodged in the same year.

In lunchtime trading Monday, BlueJay shares were up 0.2% at 12.3p.

The AIM-listed firm said the three-year fieldwork studies for the environmental impact assessment (EIA) were now complete, while data collection and collation for the social impact assessment (SIA) was expected to be completed in January next year.

Bluejay said the reports would be submitted in preparation for the final submission of its EIA to the authorities for review, adding that work on its pre-feasibility study (PFS) for the project was on track for completion in the first quarter of 2019.

An exploitation application will also be lodged soon after the PFS, with additional development updates expected before the end of this year.

Roderick McIllree, chief executive of Bluejay, said that with the completion of the PFS in the next quarter, the company was in the “final stages of permitting” for the project, adding that further updates would demonstrate “the attractiveness and value of the world's highest-grade ilmenite sand project”.

In September, the firm said it was in ongoing offtake discussions over the whole initial ilmenite production from Dundas following a 400% increase in the project’s resource estimate in April to 96mln tonnes at 6.9% ilmenite.

Ilmenite is the primary ore of titanium and is used in a wide variety of applications including alloys, pigmentation, and impurity removal.

In mid-morning trading, Bluejay shares were up 6.8% at 11.75p.
