Arafura Resources' MD Steve Ward outlines major 5 rig drill program at Nolans Rare Earths Project

Arafura Resources' (ASX: ARU) managing director Dr Stephen Ward outlined to Proactive Investors about the significance of the work program at Nolans Rare Earths Project for the year ahead.

This followed yesterday's significant intersections of shallow rare earths mineralisation at the Nolans Bore deposit.

"The 2011 drill program at Nolans is a major undertaking for the company. We will drill more meters this year than we have done in all the previous years added together."

He told Proactive Investors, "this has involved five drill rigs. Two reverse circulation (RC) rigs have operated on a two shift/day basis. Three diamond rigs have operated on a round the clock 24 hour basis.

"We have also installed sample preparation facilities at Nolans to facilitate initial drill sample preparation. The program has involved around 50 personnel working at Nolans (Arafura staff and contractors)."

Ward said, "there are two components to the drill program:

Resource confidence improvement

We currently have a 30mt JORC compliant resource with amounts in categorizations of inferred, measured and indicated resources. The aim of this work is to do further drilling (essentially infill) to enable, with the application of other requirements necessary under the code, for some of the resource to be upgraded to reserve status.

This is required for the Bankable feasibility Study to enable us to attract debt financing.

Resource expansion

The current JORC resource of 30 million tonnes will sustain rare earth oxide production of 20,000 tonnes per annum for just over 20 years.

Previous drilling had stopped in ore due to lack of funds. The drilling this year will follow on from previous drilling at depth and along strike to determine how big the resource is. Initial drill results announced today confirm the presence of more ore.

We hope that the final program will show that Nolans is large enough to sustain a future expansion beyond the initial phase of 20kt per annum. Extra material from this drilling will be in resource status (inferred or possibly indicated)."

Ward said, "the outlook for rare earths is very positive. We see there would be a great opportunity for an expansion in the period 2016+ as we struggle to see where new supplies will come from when the market demand is estimated to be growing at 20kt each year i.e. one new Nolans project required each year."

Arafura Resources discovers more near surface rare earths mineralisation at Nolans Bore

Arafura Resources (ASX: ARU) has intersected significant shallow rare earths mineralisation at Nolans Bore deposit, with wide intersections within an area that had not been extensively tested by previous drilling.

Further rare earths have been confirmed at depth across large parts of the Nolans Bore resource and a revised JORC resource is expected by the end of 2011, as some of this material has not been included. This new estimate will be used as the basis for the Nolans Project Bankable Feasibility Study (BFS).

Highlights include:

- 143 metres at 3.6% rare earth oxides (REO), 19.8% phosphorus (P2O5) and 0.56 pounds per tonne (lb/t) uranium (U3O8) from 23 metres;
- 27 metres at 4.1% REO, 25.6% P2O5 and 0.58 lb/t U3O8 from 58 metres; and
- 19 metres at 5.4% REO, 27.1% P2O5 and 0.90 lb/t U3O8 from 106 metres.

The Nolans Project in the Northern Territory is regarded as one of the world's largest undeveloped rare earths projects and is aiming for rare earth oxide production from 2013, and could supply 10% of the global rare earths market from 2015.

Dr Steve Ward, Arafura’s managing director and CEO, said “the 2011 drill campaign has been a major undertaking for the company. We will have completed more drilling this year than we have in total for all previous years.

"The initial results are very encouraging and reinforce the world-class status of Nolans Bore. We look forward to further results from the campaign when we will be able to assess the extent of expansion opportunities. This is particularly important considering the current undersupply in rare earths, which is forecast to remain in place for some years to come.”

The powerful force driving Nolans to production will continue to be the increasing rare earth elements (REE) demand, predicted at 7%-9% per annum over the next 5 years, against a background of supply constraint and very restrictive export quotas in China.

The Nolans Bore deposit is 135 kilometres from Alice Springs, and has a JORC resource of 30.3 million tonnes (Mt) containing 848,000 tonnes of rare earth oxides (REO), 3.9Mt of phosphate (P2O5), and 13.3mlbs of uranium (U3O8), with potential to expand.

The company said the mineralisation is buried under about 3 metres of shallow overburden in an extensive north-south zone that transects the deposit. The presence of infrastructure inhibited access to the area during earlier drilling campaigns.

Arafura is now undertaking additional drilling to further evaluate the extent and nature of this newly recognized north-south zone of mineralisation.

These drill intercepts are part of a comprehensive campaign of reverse circulation and diamond core (DDH) drilling (totaling 52,260m) that commenced at Nolans Bore in February 2011.

All shallow (150 metre deep) reverse circulation infill drilling has now been completed (29,904 metres in 227 holes) and assay results so far are in line with expectations.

An extensive program of deeper diamond drilling is nearing completion with geological and geophysical logging confirming the presence of Nolans Bore-type rare earths mineralisation at depth across large parts of the deposit.

The campaign aims to provide improved JORC confidence levels for part of the resource necessary for the Nolans Project BFS and determine the full extent of the Nolans Bore resource for assessment of expansion opportunities.

Arafura recently expanded the scope of BFS for the Nolans project and extended the expected completion date of the BFS by nine to twelve months.

The expanded BFS will not only reduce operating and capital costs and de-risk the proposed Rare Earths Complex at Whyalla, but take advantage of 1,221 per cent higher rare earths prices, by simplifying the project flow sheet to focus on rare earth products.

Notably, the average valuation for the Nolans Rare Earths mix has lifted to US$207.53/kg (FOB) in June 2011, compared to the June 2010 value. These higher prices are expected to continue because of the demand and supply equation for rare earths.

By the end of 2011 the company expects to have a much clearer understanding of the deposit’s capability to support expanded production far into the future, with sample analysis and geological interpretation of drill data well underway.

Arafura Resources (ASX: ARU) has reached an important milestone in the development of the Nolans Rare Earths Project by signing a land purchase contract with OneSteel Limited (ASX: OST), securing the site for the Whyalla rare earths processing complex.

Signed contracts were exchanged with subsidiary OneSteel Manufacturing Pty Ltd to purchase 800 hectares of land at Whyalla in South Australia, which will help underpin Arafura’s position as one of the very few near-term producers of rare earths.

The Nolans Project in the Northern Territory is regarded as one of the world's largest undeveloped rare earths projects and is aiming for rare earth oxide production from 2013.

The project will use a production process developed in Australia, and will be one of the first major producers outside of China for users worldwide.

Under the contract, which is subject to final government approvals, Arafura retains rights to access the Whyalla site to continue with detailed engineering and environmental studies.

Dr Steve Ward, Arafura managing director and CEO, said "Whyalla is a key part of Arafura’s business model which is to add value to resources in Australia and produce rare earth oxides for users worldwide using production processes developed in Australia.

“The Whyalla community and the South Australian and Northern Territory governments have been very supportive of our plans to deliver a project that will place Australia well and truly on the global rare earths industry map."

The land is located within the current OneSteel Whyalla landholding and the contract incorporates easements for the location of infrastructure.

In September 2010, Arafura and OneSteel signed an exclusivity deed to negotiate a formal sale agreement which has now been concluded.

Earlier this month Arafura received Environmental Impact Statement (EIS) guidelines relating to development approvals for the Rare Earths Complex at the site.

The Whyalla site was identified after a comprehensive Australia-wide assessment, and has many of the characteristics necessary for the development and operation of a substantial minerals processing and chemical facility, such as availability of services, close proximity to transport infrastructure, and access to a skilled workforce.

The company continues to progress work relating to the EIS approval.

Arafura recently expanded the scope of Bankable Feasibility Study (BFS) for the Nolans project and extended the expected completion date of the BFS by nine to twelve months.

Arafura Resources (ASX: ARU) has expanded the scope of Bankable Feasibility Study (BFS) for the Nolans rare earths project and extended the expected completion date of the BFS by nine to twelve months.

Arafura has A$79 million cash at end of May 2011. To complete the expanded BFS, additional funding in the order of A$50-A$60 million will be needed and other costs originally envisaged as part of project financing, but now brought forward due to the revised schedule. The Company will look at financing options for these additional requirements.

The Nolans Project will be an integrated Rare Earths Oxide project (mine to market), using a production process developed in Australia, and will be one of the first major producers outside of China for users worldwide.

Dr Steve Ward, Arafura managing director and CEO, said, “the entire project flow sheet was extensively analysed as part of the technical review. A key outcome was identification of potential opportunities to simplify the flow sheet, which we believe will enable Arafura to maximise the inherent value of the Nolans Project.

"Our focus will be very much on Rare Earths with a de-emphasis on the other products which may be produced in simpler alternate forms using standard engineering designs. Importantly, the simplified flow sheet will reduce interdependency risks between the rare earth plant and the other product plants.”

The BFS was expanded following a detailed technical review by the company and its team of consultants, which are leading global experts in large scale mineral processing projects such as Nolans.

Major work in the expanded BFS includes:

- Design and optimization of a modified mine site beneficiation circuit which aims to generate a higher mineral concentrate grade with associated reduction in reagent, transport, capital and waste management costs, both at the Nolans Bore Mine and Whyalla Rare Earths Complex;

- Further test work and refinement of R&D programs by the Australian Nuclear Science and Technology Organisation (ANSTO) to produce separated Rare Earth products to customer specifications; and

- Undertaking detailed technical studies on major interaction points in a simplified process flow sheet to provide further confidence in process technology and reduce start-up risk.

Higher Grade Mineral Concentrate

Recent trialling of new physical separation processes has identified the potential to generate a significantly higher grade mineral concentrate from the proposed Nolans Bore Mine. This would deliver substantial savings over the life of the project due to reduced reagent, transport, capital and waste management costs.

Given the potential benefits across the Nolans Project, extensive geological and metallurgical testing is in progress.

Further development of REO separation technology

Arafura has also made strong progress on its technology development program to produce REOs in the past year. Laboratory and pilot scale work is continuing, including further refinement, separation and quality assurance work streams, in consultation with technical experts at ANSTO and targeted customers to meet their commercial specifications.

Successful pilot/demonstration test work on individual components of the processing circuit has been completed or is currently planned. Additional work to assess key interaction points takes this work one step further to provide increased confidence in process technology and reduce start-up risk.

The resource expansion phase of the Nolans Bore drilling program has commenced, with the recent completion of the shallow reverse circulation (RC) component.

The remaining months of the program will concentrate on extending Rare Earths mineralization to depths beyond 150 metres below surface.

The company said drilling aimed at enhancing confidence in the Nolans Bore resource, primarily through infill drilling, is now complete.

By the end of 2011 the company expects to have a much clearer understanding of the deposit’s capability to support expanded production far into the future, with sample analysis and geological interpretation of the drill data well underway.

Development of a rare earths processing facility at Whyalla will be a significant value-adding project for Australia where mineral concentrate from Arafura’s Nolans Bore Mine will be upgraded prior to sale.

Dr Steve Ward, Arafura managing director and CEO, said “this Complex will be a substantial mineral processing and chemical manufacturing facility by Australian standards. Whyalla will be Arafura’s - and Australia’s - gateway to global rare earths markets,” he said.

The company commenced background work some months ago as a precursor to receiving the formal guidelines and will now prepare the EIS covering all aspects of Arafura’s proposed operations in Whyalla.

Arafura is engaging in ongoing community consultation as the company is fully committed to ensuring its future operations comply with all relevant regulations.

Significantly, the Nolans Project is not dependent on current high rare earth pricing to be viable, and has industry competitive costs.

Arafura is the only new, short to medium term producer with significant quantities of Rare Earth Oxides still for sale and discussions with target potential customers are in progress.

The release was accompanied by a joint media statement from the Minister for Urban Development, Planning and the City of Adelaide, Hon John Rau, and the Minister for Mineral Resources Development, Hon Tom Koutsantonis.

Arafura Resources (ASX: ARU) has completed the hydrochloric acid regeneration program at its Nolans rare earths-phosphate-uranium project in the Northern Territory.

The program is a key part of its wider, previously reported technology program at Nolans, where Arafura remains on track to deliver the first production of an annualised 20,000 tonnes of rare earth oxides in 2013.

The process involves taking calcium chloride residues from the phosphate circuit and re-acting them with sulphuric acid to produce re-useable hydrochloric acid, a key raw material in Arafura’s pre-leach circuit, thus reducing Arafura’s dependence on external Hydrochloric acid sources.

The process also produces calcium sulphate (gypsum), a potential saleable product into various end applications.

Dr Steve Ward, Arafura’s managing director and CEO, said “The successful completion of this demonstration program highlights Arafura’s commitment to the Nolans Project and its efforts to de-risk key technological aspects.

"This is important for potential financiers and provides valuable technical and operating experience for Arafura. The successful completion of this work is another major step forward for us.”

The company now plans to incorporate the logistical and economic benefits of Hydrochloric acid regeneration and gypsum production into the Bankable Feasibility Study (BFS) for Nolans.

Arafura has begun engineering design for the overall flowsheet, and said that customers are being further engaged for evaluation of the gypsum product for potential offtake.

AMMTEC successfully operated the demonstration plant on a continuous basis at its facility in Perth, Western Australia, with involvement from experts from the University of Montreal, Canada, and Arafura’s Technology team.

The demonstration facility has successfully achieved:

Production of 32% Hydrochloric acid from a simulated recycle stream similar to the Phosphate circuit waste liquors, with a recycle efficiency of at least 97.5%;

Production of crystalline gypsum with filtration characteristics suitable for processing via commercially available filters;

Arafura Resources (ASX: ARU) now has around A$100 million in cash to advance the Nolans rare earth project, after shareholders approved the A$37.6m tranche 2 capital raising.

The company is now well funded to progress Nolans to the project financing stage, including completion of the bankable feasibility study and securing all regulatory approvals, and completion of the technology demonstration work program.

Arafura will also conduct definition drilling targeted at increasing the resource, while identifying if there is expansion potential.

The decision by Arafura’s largest shareholder East China Exploration and Development Bureau to vote against Resolution 1 resulted in it not being passed, and therefore the company would require shareholder approval for any share placements prior to October 2011.

Steve Ward, managing director of Arafura, said "Given these circumstances, we are surprised and disappointed that Resolution 1 was voted down by ECE.

“This has no effect on the capital raising approved today under Resolution 2 and we continue to move forward on our fast track program to bring Nolans into production by 2013. Today’s result is a reflection of continued shareholder support, including ECE, for the Nolans Project.”

Arafura said it has no intention to raise further capital until the project financing stage.

Nolans comprises operations at two sites within Australia, the Nolans Bore Mine in the Northern Territory and the Whyalla Rare Earths Complex in South Australia.

Tranche 1 consists of 43.7 million shares at $1.20 to raise $52.4 million, with traunche 2 consisting of 31.3 million shares at the same price to raise $37.6 million, which will be put to sharesholders in early December.

The market has supported the $90 million capital raising, with Arafura shares last trading at $1.32, a 9% premium to the placement price.

The major shareholder, East China Exploration & Development Bureau (ECE), has declined the offer of a pro-rata placement, with its shareholding in Arafura to be diluted to 17.59% from 22.17%.

These new prices have pushed the value of 1Kg of Nolans Rare Earth mix past the US$50 level to US$50.03.
This represents a stunning 313% increase since December 2009 and continues to the trend of historical highs.

Rare Earths prices have significantly increased following the announcement by China in July 2010 of reductions in Rare Earth export quotas for the second half of 2010.

Prices of all Rare Earths have increased. Most recently, the prices of the lighter Rare Earths, Lanthanum, Praseodymium and Neodymium, have increased markedly as demand has remained strong while exports of these from China have been reduced.

Arafura Resources produces commercial quality Rare Earth Oxides from Nolans

Perth-based Arafura Resources (ASX: ARU) has successfully produced a commercial quality separated Rare Earth Oxides.

Rare Earth Oxide separation is one of the key technology work streams in progress for the Nolans Project Feasibility Study.

Separated middle rare earth oxides (MREE1) and heavy rare earth oxides (HREE2) have now been produced at the laboratories of the Australian Nuclear Science and Technology Organisation (ANSTO) in Sydney.

Following initial laboratory work a fully integrated mini-plant representing the MREE and HREE production circuit was successfully operated continuously for 62 hours, resulting in commercial quality MREE and HREE products.

Laboratory-scale separation of individual light rare earth oxide (LREE3) fractions (La, Ce and Nd/Pr) is now in progress.

“The production of separated Rare Earth Oxides presents Arafura with the opportunity to extract maximum value from the Nolans Project,” Arafura’s Managing Director & CEO, Dr Steve Ward, said.

“This is a very substantial milestone on our Company’s path to becoming the pre-eminent supplier of Rare Earth Oxides to the world from operations wholly within Australia.”

A pilot plant to produce commercial quality samples of all separated REO products – La, Ce, Nd/Pr, MREE and HREE – for customer assessment is planned to follow successful completion of LREE test work.

Given recent increases in the prices of Rare Earths, the value of 1k of Nolans Rare Earths Mix would be approximately US$43, a 255% increase since December 2009. At these prices, annual sales revenue from rare earths alone at Nolans would be US$860 million.

Prices have moved upwards significantly since China announced reductions in Rare Earth export quotas for the second half of 2010. Prices of all rare earths have increased. In particular, the prices of the lighter Rare Earths, Lanthanum and Cerium, have increased markedly as exports of these from China have been reduced.

Australian rare earths company Arafura Resources (ASX: ARU) has announced a key appointment to the Nolan's project team.

Arafura Resources reports record Rare Earths prices for Nolans Mix

Australian rare earths company Arafura Resources (ASX: ARU) has reported that Metal Pages published its latest rare earths prices on 22nd July, which equate to a significant rise to US$22.23/kg for the Nolans Rare Earths mix average valuation. This represents an increase of 100% since the December 2009 quarter.

Pricing has increased further to new industry high levels since 7th July when the China Ministry of Commerce announced Rare Earths export quotas for the 2nd half of 2010.The new export quotas represent a 70% reduction in volumes available for users outside of China.

China currently supplies approximately 95% of the worlds needs for these strategic metals which are critical to high tech industries including electric vehicles, rechargeable batteries, energy efficient lights and i-pods, and there are limited alternate sources.

As rare earths constitute only a small portion of the cost of finished products the impact of higher prices is not significant. More price rises are thought likely if China continues to restrict exports in the interests of preserving resources for domestic manufacturing.

Events of recent weeks demonstrate that Arafura Resources is well placed to secure sales at superior prices for their rare earths products in this climate of ever- tightening supply with increasing demand.

Nolans rare earths-phosphate-uranium project is in Australia’s Northern Territory. Rare earths metals are essential components to products with significant growth potential in the markets associated with the electronics and technology industries, energy efficiency and greenhouse gas reduction.

Ross Louthean, www.mineweb.com

To advance site feasibility and project optimisation studies Arafura Resources Ltd (ASX: ARU) has appointed technical project consultants, following a successful capital raising programme.

A mix of capital raisings and rights issues to shareholders, when completed, could raise a total of A$35.3 million (US$32.5 million).

Chief executive Steve Ward said the company expects to have a mine site optimisation study completed late in 2010.

Apart from the standard requirements for pit design, cut-off grade strategies and capital demands, this study would also take in blending criteria for various ore and mineral types, the processing path calibrations and product mix and specification.

The deposit is at Nolans Bore, 135 kilometres north of Alice Springs.

Arafura has a resource from the measured to inferred categories of 30.3 million tonnes that contains 850,000 tonnes of rare earths (REO) at a grade of 2.8% REO, 3.9 Mt of phosphate pentoxide grading 12.9% P205, and 13.3 M lbs of uranium grading 0.44 lb/t U308.

The company said the development blueprint takes in a rare earths processing plant. Test work has provided "significant progress" in the definition of the flow sheet required for engineering a plant that would recover rare earths, phosphate and uranium and a by-product of calcium chloride.

Australian rare earths company Arafura Resources (ASX: ARU) continues the development of its Nolans Rare Earths-Phosphate-Uranium Project in the Northern Territory of Australia, confirming it has commenced, or soon will commence, a range of key tasks required to meet target production in 2013.

Arafura has entered into contractual arrangements with Melbourne-based Whittle Consulting to perform a detailed optimisation study of the Nolans Project.

The study involves a full economic, financial and engineering review of the mining of the Nolans deposit over the life of the project, and will result in a detailed operational and financial plan for all development scenarios.

Arafura’s Managing Director and CEO, Steve Ward, said, “our recent capital raising efforts have been successful in attracting funds, due to heightened awareness across the globe as to the strategic and commercial importance of rare earths to our way of life and the growing recognition of the significance of the Nolans Project as a future source of rare earths to users worldwide."

"These new funds are allowing us to step up our Nolans Project activities. Shareholders can now expect to see Arafura increasing the pace of delivery of all aspects of the Nolans Project as we move towards production in 2013,” he added.

The outputs of the study will include the following: ore reserves statement; pit design; phasing and cut-off grade strategies; optimum mining method and mining schedule; stockpiling strategy of ore and intermediate products; blending criteria into plant or alternative plant entry points; processing path calibration; product mix and specification; logistics alternatives and capital sizing of all parts of the operation.

The Company anticipates completion of mine site optimisation during the latter part of 2010.

Arafura will acquire additional detailed data to complete the environmental impact assessment (EIS) of the Nolans site necessary for regulatory approval of the mine. A contract for on-site programs relating to groundwater (hydrological) investigations at Nolans has now been awarded to H2O Drilling.

The company anticipates this work to commence in early April, and will involve:

- Drilling and subsequent testing of the groundwater environment at Nolans and the construction of bores for ongoing sampling and monitoring;

- Drilling of a pastoral bore to replace Nolans Bore, which will be lost when mining commences; and

Drilling of production bores east of the Stuart Highway to provide water (process and potable) for mine site operations.

These groundwater studies are an important aspect of the EIS. It is expected that interpretation and modelling of the groundwater data will be ongoing until completion of the mine site EIS, targeted for the end of 2010.

In recent weeks Arafura has advised of capital raising initiatives (ASX:ARU 23/02/10) where it successfully placed 28.2 million shares at A$0.62 per share with accredited institutional investors and sophisticated investors, and initiated a 1 for 10 pro-rata renounceable Rights Issue to eligible Shareholders, also at A$0.62 per share.

The Rights Issue is in progress, and the closing date for receipt of acceptances is 23 March 2010. Taken together, the Placement and Rights Issue have the potential to raise up to A$35.3 million before issue costs.
