The AIM-listed alternative energy group said testing by the Polish government laboratory showed that the new fuel met requirements under new AntiSmog legislation for the certification of solid fuels, and thus allowed its use both domestically and in Polish/EU coal plants due to its high calorific value, low sulphur content, low ash content, and low SOx and NOx emissions.

Active added that the joint venture was now permitted to use the Polish government’s ‘Ecological Safety Sign’ on all of its production, with the intention to move to production and revenue generation now that the certification had been achieved.

The JV is also in the final stages of price negotiation with customers in the Slask Region of Poland and was confident of a strong economic and environmental outcome.

Richard Spinks, Active Energy chief executive, said: “This certification programme, although expected to reach approval at the time of incorporating the Joint Venture, progressed much faster than anticipated and subsequently, now that we have received all necessary certification and commercial trade marks for the commercialisation of this new 'Super Fuel', we hope to generate cash flow more quickly in Poland than originally anticipated.

He added: “Our unique Active Energy/Cobant "SUPERFUEL" has been approved by the Polish Government Laboratory as a solution that not only meets all of their requirements under the "Anti-Smog" legislation, but is safe enough not only to use in Power Plants, but right there in the homes of Polish Citizens who until today face health and environmental issues, which we will now help to improve into the future.”

In mid-morning trading, Active Energy shares were up 17.9% at 3.95p.

In a note to clients, analysts at 'house' broker Northland Capital said: "This validation for AEG is particularly applicable in Poland which has a 90% reliance on coal and lignite in energy generation and opens up significant commercial opportunities."

Active Energy Group (AEG) said in a statement that the proposed acquisition would secure feedstock and support the proposed roll-out of CoalSwitch in the province of Alberta.

PowerWood has access to 300,000 tonnes of merchantable timber (not including biomass or residues from forestry operations) annually from a total forestry area of circa five million hectares in mature, established, natural forestry in Northern Alberta.

AEG said it plans to construct a 25 tonnes per hour CoalSwitch plant at the PowerWood site. AEG believes the CoalSwitch technology can significantly improve forestry economics due to its ability to use timber processing waste, forestry residues and aspen - the dominant species in these forests - to produce CoalSwitch fuel and PeatSwitch soil amendments.

Off-take agreements, which are subject to the commencement of production, are in place for this project, AEG said.

"This MoU [memorandum of understanding] represents a further step forward in our focused strategy to secure long-term forestry assets and guarantee feedstock volumes to support our planned roll-out of CoalSwitch plants in Canada and Europe,” said Richard Spinks, the chief executive of AEG.

“I am confident that this arrangement with PowerWood Canada will lead to other governmental and private sector forestry owners signing further commercial agreements with the company in the near future.

“We believe we have an excellent platform in place from which to scale up our activities and build Active Energy into a leading producer of environmentally friendly, second generation biomass fuels worldwide,” he added.

Northland Capital Partners said: "AEG has sought to develop a presence in Alberta, in addition to similar efforts in Newfoundland, the aim being to combine efficient forestry with the provision of feedstock for the commercialisation of its CoalSwitch™ biomass replacement for coal in power generation. Today’s development is realisation of this aim."

Speaking to Proactive Investors, Spinks said: “We now can guarantee feedstock into a plant for the long term, at the right price, without market influence; in other words, we’re not buying from traders or in the market place.”

Spinks said the deal was great for Alberta, “because its Aspen we’re talking about”.

“Aspen has no real use in any volume,” Spinks explained. “It makes nearly 80% of the forestry in the regions in which we’re going to be operating, so we’re doing a service for the environment, sustainably, hand-in-hand with the requirements of the local population and government.”

Spinks implied that the deal may be even better than it appears at first glance, as the numbers quoted in the stock market statement are “merchantable timber numbers”, whereas AEG’s technology will be able to use forestry residues, waste and other material that is not usually calculated as part of the value proposition or the volume numbers for this type of arrangement”.

“We have a lot of interest from forestry and timber industry, forestry management organisations and so on, who really want to know now what is it that these guys are doing differently,” Spinks said.

“Why is this attractive and why do they operate in places where we don’t? The answer is CoalSwitch,” he added.

Spinks said the company would start off with one CoalSwitch plant but given the size of the area covered by the agreement, it was very likely the company would build further plants in Alberta.

While clearly pleased with today’s deal, Spinks revealed that the company is extremely close to finalising a similar arrangement with the province of Newfoundland and Labrador.

“It is a complex deal; the first time it has ever been done in Newfoundland and Labrador,” Spinks said.

Shares in Active Energy were up 14% at 4.55p.

CoalSwitch is made from waste wood normally left to decompose following forestry operations.

This includes pulp and saw mill by-products such as bark, sawdust and thinnings, and wood which is over-age, under-quality, blow-down, beetle-kill, forest-fire damaged, or industrial waste.

The aim is to roll CoalSwitch out where AEG can source high volume feedstock. 

Research, development and testing have taken place over the past two years with the help of the University of Utah, which has included both burn and handling tests.

Joint venture in Poland

Polish group Cobant is the latest partner and will work with AEG to develop a new "Super Fuel" that combines CoalSwitch and reclaimed coal from slurry dumps in Upper Silesia.

Pawel Woszczyk, Cobant’s chief executive, said the waste coal accumulated in the coal slurry waste dumps can become a valuable feedstock and a real alternative for the power industry in Poland.

“Poland is historically bound to coal so a complete reversal and refocus on new fuel sources would be extremely difficult to implement.

The joint venture will assess the best ratio for a combination of reclaimed coal and CoalSwitch .

Sales initially will be to Poland's power stations and domestic users but eventually there will be a roll-out into the European Union and central Europe.

Poland is considered one of the most polluting coal-burning countries in Europe, but strict environmental controls are due to come into place during the next decade. 

Reconfiguring the feedstock of coal power plants to maximise output and will enable power plant operators to achieve their green credentials, said Richard Spinks, AEG’s chief executive.

Asia deal

Last year, California-based renewable energy group Lumino Capital agreed to build eight CoalSwitch plants across Asia.

Advanced Biomass Solutions (ABS), AEG’s biomass affiliate, will construct and run the plants while Lumino will source the biomass feedstock as well as providing finance.

Each new plant will be a standalone entity with total production from the plants to be 1.5mln tonnes of the CoalSwitch product each year with construction of the first plants targeted for the first half of next year.

Two separate affiliate companies

Advanced Biomass Solutions (ABS) is one of two affiliates set up in a recent reorganisation.

ABS holds all of the CoalSwitch activities and will handle future projects related to the group’s biomass coal replacement technology, such as the deal with Cobant.

The other affiliate, Timberlands, houses the forestry management business controlled by Active.

Timberlands division has a joint venture with three native Métis Settlements of Alberta, Canada, to commercialise more than 300,000 hectares (around 750,000 acres) of assets and also a preliminary forestry management contract with the Province of Newfoundland.

Ukraine for sale

The Woodfibre operations in Ukraine are up for sale as part of the switch of focus onto CoalSwitch and forestry management.

It added that initial deliveries will begin in March 2018 and the company will receive payment on a per tonne basis.

Active Energy said that this agreement marks a new revenue stream for the company and also demonstrates the flexibility and commercial value of its unique CoalSwitch process across multiple applications.  

Michael Rowan, Active Energy's non-executive chairman said: “Our unique process can be applied to target specific engineered soils, which remove potentially environmentally damaging waste streams and use this as feedstock.”

He concluded: “This engineered soil becomes an environmentally responsible alternative to the use of peat moss.”

Disruptive new force?

Active Energy believes CoalSwitch is a disruptive new force in the biomass industry. The company describes its product as “a unique, high-calorific, high-bulk density, advanced biomass pellet that behaves just like coal, but with the  environmental benefits of clean biomass”.

It is made from forestry waste and other industrial cellulose waste products, and, unlike generic wood pellets, CoalSwitch can be co-fired with coal in existing unmodified coal-fired power plants at any ratio. That means any ‘dirty’ coal plant operator can fulfil their environmental obligations without the need for extensive retrofitting of power station plant and handling/storage infrastructure, Active Energy added.

The initial results were as the company had expected and proves the technology is scalable to full commercial production, AEG said.

The plant is now undergoing full commissioning which Active expects to be completed within the next few weeks or so.

That will then allow the AIM-quoted group to deliver commercial quantities of its CoalSwitch product – a type of fuel made from waste wood that would normally be left to decompose following forestry operations.

It can be mixed in any ratio with coal fines or completely replace the fossil fuel in existing coal-fired power stations without the need for an expensive retrofit.

The next stage for Active and its Advanced Biomass Solutions subsidiary will be to complete commercial orders for CoalSwitch, including the first order to a full-scale, coal-fired power plant in Utah.

Governments interested in CoalSwitch

“We are now entering the next phase of our development as we produce and deliver commercial quantities of production and receive first revenues from CoalSwitch,” said non-executive chairman Michael Rowan.

“These are exciting times and we have already received much interest from governments and corporates alike due to CoalSwitch's unique qualities and ability to utilise all types of cellulosic biomass (including the lowest quality forestry waste and residuals, waste wood, and other by-products from the global forestry industry) and to blend with reclaimed coal fines or burn as a standalone coal replacement.

“The group is now establishing its environmental credentials and is ready to work with governments and corporations in the near future.”

In afternoon trading, Active Energy shares were 2.2%, or 0.05p higher at 2.35p.

In a note to clients, analysts at ‘house’ broker Northland Capital, noted: “Completion of this initial test phase takes AEG’s Advanced Biomass Solutions operation a step closer to commercial-scale deployment of its CoalSwitch™ substitute for coal in power generation.”

This plant will operate for a temporary period to create process algorithms, validate system performance and create products for Rocky Mountain Power to utilise in a commercial scale test.  

This test supports the STEP Grant approved by the Utah Legislature in 2016, seeking an alternative coal supplement material to be tested at the Hunter Power Plant located in Castle Dale, Utah, in early 2018. 

This temporary ABS plant will produce approximately 450 tonnes of material to be used for this STEP Grant test and additional material to be analysed by industry. If ABS' test is successful, OED anticipates continued investment by installing a permanent plant in Utah.

"Due to the significant recent developments with ABS and our revolutionary CoalSwitch biomass fuel, we needed a dedicated Managing Director to interface with potential clients, manage existing commercial and government relationships and to execute new opportunities to build value,” said chairman Michael Rowan.

“Brian's in-depth knowledge of the ABS business made him the obvious choice to fill that role. The timing is particularly astute as we are close to commencing production at our first commercial CoalSwitch plant in Utah, USA, to generate revenue and allow us to produce large scale quantities for testing and utilisation internationally.”

The company has started the search for a new finance director and has appointed an interim replacement in the meantime.

Optiva, which supported the group’s £1.75mln fundraise last month, will now act as its sole broker.

Research, development and testing have taken place over the past two years with the help of the University of Utah, which has included both burn and handling tests.

Nothing beats “real world” testing, however, and Active Energy (AEG) believes the plant will demonstrate that the CoalSwitch technology can be scaled to full commercial production, paving the way for the technology to prove a disruptive force in the global biomass industry.

AEG said in a statement, that strong commercial interest has already been received for CoalSwitch from governments and corporate entities in North America, Asia and Europe.

Construction of the next plant is planned to commence upon completion of post-commissioning tests of the first plant.

"This is a landmark occasion for AEG and represents the advent of the commercialisation of CoalSwitch, our ground-breaking and world-beating 'drop in' biomass coal replacement fuel,” said Brian Evan-Jones, a director of AEG and AEG affiliate, Advanced Biomass Solutions.

“The completion of the plant construction in Utah and commissioning enables us to commence scalable commercial operations of the CoalSwitch technology and generate revenues. The international interest in CoalSwitch has been extremely encouraging and we have made excellent progress in developing feedstock and off-take agreements for the product in recent months,” he added.

Shares in AEG were up 1.6% at 2.54p in mid-morning trading.

Active is issuing 83.3mln new shares at 2.1p apiece to build on the momentum already generated with the product. Some of the cash will also be used for working capital.

Game-changer

"CoalSwitch is a game-changing biomass product that we believe has the potential to transform the energy sector,” said non-executive chairman Michael Rowan.

“The support from new and existing shareholders for our roll out strategy, which we want to accelerate due to the high levels of interest we are receiving, is a great endorsement.

“We believe this is a transformational period for the Group. We have a robust outlook and exciting market opportunities are emerging for both ABS and Timberlands.”

Recent ‘huge commercial endorsement’

CoalSwitch recently received a major leg-up through a deal with California-based renewable energy group Lumino Capital to build eight plants across Asia.

Advanced Biomass Solutions (ABS), AEG’s biomass affiliate, will construct and run the plants while Lumino will source the biomass feedstock as well as providing finance.

Each new plant will be a standalone entity with total production from the plants to be 1.5mln tonnes of the CoalSwitch product each year. Construction of the first plants targeted for the first half of next year.

Still waiting on timber licence in Newfoundland

There was also a quick word on AEG’s Timberlands International affiliate.

Earlier this month, the company said it had submitted all final documents for a Crown Timber Licence and Forestry Management Agreements on the Forestry Management Districts 17 and 18.

It is still waiting on feedback from the Ministry of Fisheries and Land Resources.
